Evidence from a Triage Experiment Marc Helbling (University of Mannheim), Rahsaan Maxwell (University of North Carolina, Chapel Hill), Simon Munzert (Hertie School), Richard Traunmüller (University of Mannheim) This paper elicits citizen preferences in the moral dilemma of triage decisions. The experiment is framed in the context of the looming consequences of the COVID-19 pandemic on resource allocation in German hospitals. We aim to identify key heuristics applied in the population to make these ethically difficult choices and how they vary across subpopulations. We investigate to what extent people do not discriminate and base their choices on the patients? chances of survival, to what extent they base their decisions on utilitarian considerations and to what extent they give preference to patients that belong to their in-group. The analyses focus among others on discrimination against immigrants. The analyses are based on 23 waves of an online rolling cross-sectional survey with around 17?000 respondents in Germany between April 2020 and March 2021. More detailed analyses explore how preference structures vary over time and space conditional on regional numbers of corona cases. 2) Who Should Get Vaccinated First? A Conjoint Experiment on Welfare Chauvinism Against Universal Preventive Healthcare During the COVID-19 Pandemic Merlin Schaeffer & Mikkel Haderup Larsen (University of Copenhagen) Only a universal vaccination program, which immunizes the population irrespective of origin and ethnicity ? similar to the spread of the Coronavirus itself ? will effectively fight the public health threat posed by COVID-19. This qualifies the COVID-19 vaccination program as an interesting case to test for welfare chauvinism. On that premise, we conducted a pre-registered paired vignette experiment during the first week of the Danish vaccination program, trying to find out whether recent immigrants and Muslim minorities are regarded as less deserving of critical access to preventive healthcare amid a pandemic. Our results show that Muslims and immigrants are indeed systematically seen as less deserving of a vaccination. Contra our pre-registered hypotheses, we find only weak evidence that immigrants or Muslims are penalized more harshly for not having followed the guidelines on face mask wearing and social distancing, or for having diabetes because of an unhealthy lifestyle. Compared with previous research, we exploit a timely and significant event to study welfare chauvinism, disentangle minority status from stereotypes about their anti-social behavior and irresponsible lifestyles, and use a paired vignette design, which has been shown to produce more valid results than standard survey experiments. 3) Protection, but no Control: Liberal Democracy and the Politicization of Crisis Response Policies Flavia Fossati (University of Lausanne) & J. Philipp Trein (University of Geneva) Researchers agree that the COVID-19 pandemic poses a complex policy challenge for decisionmakers and that governments should quickly augment their response capacity. In liberal democracies, it is important that such increases in state capacities have some degree of popular support, in order to be effective. Therefore, it is important to understand how the public supports different policy options and why some individuals are more favourable to anti-crisis policies than others. In this paper, we analyse the politicization of four dimensions of crisis response capacities against a pandemic based on a two-wave survey experiment in Switzerland. Our findings show that respondents support investment in materials to prevent future crises as well as quotas for health care workers. The results show also support for a leadership role by the federal government instead of lower levels of government, but indicated limited support for mandatory contact tracing efforts. In addition, those who are afraid of the health consequences of the crisis tend to support more state response capacity. Contrariwise, political ideology does not seem to explain support for crisis response. Finally, the support for a federal solution increased during the second wave of a pandemic, whereas approval of contact tracing declined. 4) Conditional Solidarity - Attitudes towards support for others during the 2020 COVID-19 pandemic Mia Gandenberger (University of Lausanne), Carlo Knotz (University of Stavanger), Flavia Fossati & Giuliano Bonoli (University of Lausanne) The COVID-19 pandemic presents a unique opportunity to study how humans allocate scarce resources in times of hardship. We investigate whether people display selfish or altruistic behaviour and whether their decision making follows the same logic of reciprocal solidarity during this pandemic as deservingness perception research in non-crisis times would suggest. We test these hypotheses for the three central types of policies governments have adopted in response to the COVID-19 crisis: the (potential) rationing of ICU care, the provision of government aid to the self-employed and small businesses, and restrictions on cross-border movements. Three original conjoint survey experiments administered to an incentivised online panel in Switzerland in late April and early May 2020 show that people indeed base their judgement of who deserves to be included in solidaristic arrangements on an underlying logic of reciprocity and identity, as hypothesised by the literature on deservingness perceptions. 5) The Perceived Deservingness of COVID-19 Healthcare: Evidence from Two Conjoint Experiments among Dutch Respondents Tim Reeskens, Femke Roosma & Evelien Wanders (Tilburg University) Amidst the COVID-19 pandemic, governments, supported by health experts and ethicists, released guidelines about which groups should receive priority access to intensive care treatment and vaccines in case resources are limited. To achieve legitimacy, public legitimacy is important, as deservingness theory informs us that not all groups are equally perceived as deserving of assistance. Relying on a probability-based sample representative of the Dutch population (N = 1,601), participants were offered two choice-based conjoint experiments that measured what deservingness criteria matter most in respectively priority access to intensive care (in case of an equal chance of survival), and priority access to a COVID-19 vaccine. The results foremost show that noncompliance with government measures aimed at preventing the spread of the coronavirus impedes perceived deservingness. By contrast, being employed in the ?crucial? sectors (i.e. health care and to a lesser extent education), leads to a higher perceived priority. Educational expansion, mass immigration, decline of the industrial sector, internal migration to cities, changing gender roles, and overageing are just some of the major dynamics. These transformations are not without consequence: they lead to new inequalities and uncertainty for particular societal groups. The COVID-19 pandemic uncovers these developments very clearly. And not surprisingly, this social change leads to political change. Political conflicts experience a transformation and restructuring. New ideological conflicts arise; existing and new parties situate themselves along these new lines of political conflict. Overall, we can expect that the outlined social transformations change patterns of participation, voting behavior, representation and party competition. Hence, this panel seeks to investigate the changing political conflicts in European societies from different angles. Papers might address for instance the following questions: What kind of reactions do social transformations induce among the political behavior of both, citizens or elites? How does the changing social structure affect political representation? How do different social groups perceive representation in politics and responsiveness? Do processes of societal transformation relate to democratic attitudes? How does social change relate to different forms of political engagement? Under what circumstances do disadvantaged groups in society opt for ?voice? and when do they chose to ?exit? the political arena? How do political parties react to recent social changes? The Chair of Digital Governance is a research and teaching unit at the Bavarian School of Public Policy / TUM School of Governance focused on the effects of technology on democracy. The Chair's research and teaching agenda is interdisciplinary and has a particular interest in the application of advanced quantitative and computational methods to tackle a broad range of questions at the intersection of digital media and politics. We welcome applications with research proposals on any topic pertaining to the impact of technology on democracy, but are particularly interested in projects addressing the following topics: * New forms of political and civic participation * Collective action organization (political mobilization and protest, social movements, civil society) * Incivility online and its consequences for democracy and platform governance * Polarization, disinformation, and conspiracy theories * Citizen voice in non-democratic regimes * Electoral campaigns and political communication more broadly * Politics and artificial intelligence Analytical skills and the capacity for independent social scientific research will be key selection criteria. Successful applicants will be expected to develop and pursue their own research within the overarching agenda of the Chair of Digital Governance, collaborate with members of the Chair, and make independent contributions to teaching. Your Qualifications * A PhD (or very close to completion) in political science or a related social science discipline or interdisciplinary field * Advanced skills in quantitative methods, experiments and knowledge of causal inference techniques, text-as-data methods including NLP and machine-learning. Using R is a must, additional skills in Python an asset * Ability for excellent academic research evidenced through internationally visible publications, presentations at international conferences, third-party funding or related research activities * Ability to teach classes on information technology and politics, digital governance, or on related topics * Ambition to pursue an active research agenda and eagerness to make both theoretically exciting and empirically important contributions * Enthusiasm for working in a team as well as ability to work independently * Strong ability to communicate in spoken and written English (applicants who do not have a degree from an English-language university or program, please indicate proficiency). At one point, however, the project came to an end. Not because it was particularly bad, but more important things came along that crowded out our attention for the project. A considerable amount of time already went into this research project, which means there are sunk costs. It is a pity that these papers are dormant in our drawers. What if someone came along who thinks that this project is worth a fresh look and would help you realise it? At PolMeth, we want to create a market where people can meet to unearth the sunk costs in these projects. We want to match those who have a project with those who might have an interest in restarting it. In our virtual conference space, there will be a large poster where you can post your paper projects. Other participants can read the abstracts and signal interest in a particular project. That way, the original author knows whether there is any interest from others to follow up and can decide to reach out to potential co-authors to keep working on things. In case you are interested to participate, please send us via email the abstract of your dormant paper that you have already been working on ideally until March 12th. We will then add it to the mural with the paper proposals. We are keen to see this initiative at work and are looking for a dedicated group of peers to take this idea even further. Why not establishing such a paper market place at a larger scale? If you want to discuss how to develop this market place, meet me (Chris Arnold) anywhere in the conference space. Feedback Murals At a first conference of what has to ambition of becoming one of many, feedback is crucial to adapt the format to the need of participants. Does the workshop meet all expectations? Background Concerns about democratic crises abound: lack of democratic legitimacy, uncivil political discourse, societal inequality, populism, polarization, and short termism. Deliberation in its many shapes and forms is often considered an answer to these problems. Ranging from participatory processes to deliberative debate styles, deliberative approaches are popular in the quest of improving the (perceived) functioning of democracy. Furthermore, a systemic understanding of deliberation has also provided a new lens to understand also traditionally non-deliberative spaces such as protests and social movements as essential parts of the wider deliberative system. Several questions remain: What role can participatory processes play in strengthening democratic outcomes, including equality and (perceived) legitimacy? What is the deliberative quality and impact of political communication? How do new forms of decision-making and will-formation connect to existing representative systems? And many more. It will also discuss what populist radical right parties approaches towards academic freedom can tell us about their relationship to liberal democracy. # Roula Nezi: The People and the Nation: Conceptions of Nationhood and the Support for Radical Parties in Europe (with Carsten Wegscheider, Uni Salzburg) Voters and parties hold different views on who belongs to the nation and to Europe. Previous research suggests that radical left parties promote social and cultural diversity while radical right parties are seen as exclusionary and focus on the ethnic homogeneity of the nation. Despite the centrality of national identity, especially for the radical right parties, we know relatively little about voters' self-understanding of nationalism and Europeanism and how it affects their level of support for radical parties. By employing a multilevel latent class analysis and regression models on individual level data across 19 European countries we demonstrate that inclusionary and exclusionary conceptions of nationhood are related to the support for radical left and radical right parties, respectively. Our results thus make important contribution to the study of nationalism as well as to the study of voting behaviour in a comparative European perspective. Zentrumstage 2022 An international conference by the Center for Conflict Studies, University of Marburg July 14-16, 2022 Classical conflict theories often understand conflict as a universal feature of society. But there is variation. Over the last decades, in different countries and continents, we have seen a rise of societal conflicts, epitomized in a growing number of street-level collective action. At the same time, economists and social scientists have observed a fairly generalized increase in economic and concomitant political inequalities within societies. This begs the question of whether and how these trends are related. Does politics become more contentious when inequality increases? How does collective action unveil, contest, or even co-produce inequalities? What kind of inequalities are in the focus of collective action and which ones remain at different levels of conflict, and why? The Zentrumstage 2022 conference seeks to bring together scholars to study societal conflicts, and the roles that inequality and collective action play in them. The salience of inequality and collective action in conflict is apparent in different types of conflict and at different stages of the conflict process. Inequality can serve as an underlying driver for conflicts or can help prevent them. Inequality affects the resources available for parties in confrontation, and the strategies that actors take in conflict settings. Meanwhile, the conflict process redistributes resources and power in a way that reconfigures inequalities, and the aftermath of conflicts brings about new patterns of social relations, legitimacy claims, and new exclusions. But inequalities themselves are usually not enough to explain conflict. In order to organize successful protests, disadvantaged actors need to frame their perceived injustices and overcome collective action problems. Their ability to negotiate these processes will influence conflict strategies and processes, and their capacity to stake new claims as conflict escalates and de-escalates. By focusing on inequality and collective action in the study of conflict, we hope to enrich the academic debate in conflict studies. We invite contributions on the relationship of inequalities and collective action and their respective role for societal conflicts. We welcome papers from a variety of disciplines (conflict studies, social movement studies, political science, gender studies, area studies, economics, psychology, anthropology, sociology and others) drawing on a variety of methodologies (qualitative, theoretical, and quantitative). We also welcome research on topics associated with either high-intensity societal conflicts, such as armed conflict or violent protests, or low-intensity conflicts, such as peaceful protests, redistribution claims, coalition dynamics, etc. Examples of suitable topics would be: ? collective action in unequal societies ? social justice and inequalities ? different types of inequality and their contestation ? peaceful protests ? local peacebuilding ? democratic and anti-democratic social movements ? inequality in transitional justice movements ? social movements online To apply, please submit an abstract of no more than 400 words to ccs2022 at staff.uni-marburg.de by the 24th of January 2022.
